"The forum of "reserve commanders and fighters" published a plan on September 4 aimed at forcing Hamas to surrender and release the hostages. This plan, called the "Generals' Plan," was initiated by former General Giora Eiland and approved by dozens of former generals, including Reserve General Gershon Hacohen.

The plan involves transforming the entire northern part of the Gaza Strip (Gaza City and its surroundings) up to the Netsarim corridor into a closed military zone. Initially, the entire population—about 300,000 people—would be evacuated. The Israeli Defense Forces (IDF) would secure several evacuation routes to allow those wishing to leave a chance to do so. A week later, after giving civilians time to evacuate, a total siege would be imposed on this part of Gaza. The siege would leave the terrorists with only two options: surrender or die.

The generals argue that this method is in accordance with international law, as the population would have been warned in advance and given the opportunity to flee. Those who remain would be considered terrorists.

Giora Eiland explains: "The agreement we signed in November 2023 to free some of the hostages was a good deal, especially considering what is happening today. Israel secured the release of dozens of hostages alive. Why was it so successful? The reason is simple: at that time, only two humanitarian aid trucks were entering each day, and Hamas began to realize that without more humanitarian aid, Gaza City would be in a blockade that would affect its ability to fight. This would also create discontent among the hungry and angry population, which is what troubled Hamas the most. That’s why they accepted the agreement to increase the number of trucks from two to 200. Why didn’t we go back to just two trucks? We gave up at that point. Dictators like Sinwar only fear two things: the creation of an alternative to their power and the uprising of the population against them."

Eiland continues: "The reality today is that Sinwar is not really under pressure. Hamas completely controls the humanitarian aid trucks, so it is seen as the one distributing this aid. If the entire north loses this, it will create real pressure on Sinwar, who will also understand that what happens in northern Gaza could happen in Rafah, and the pressure on him will increase. If we do not implement this plan, we will not achieve any of the three war objectives: the return of the hostages, the eradication of Hamas, or the end of the situation in Gaza that threatens Israel."

This plan has been submitted by the forum to the security cabinet and several government ministers."
