Forced displacement of Khirbet al-Samra communities

West Bank, Jordan Valley, Khirbet al-Samra 02 March, 2025
**General Context:** Since October 7, 2023, Israel has intensified efforts to expel Palestinian shepherding communities from the northern Jordan Valley. This involves land takeovers, settler violence, travel restrictions, military actions, and local government harassment. **Situation of Samra:** Khirbet Samra is one of the Palestinian shepherding communities in the Jordan Valley affected by settler expansion and Israeli policies. The Israeli authorities and settlers have significantly reduced Palestinian grazing areas by taking over thousands of dunams of land, installing fences, and blocking access roads. Samra and other communities experience frequent settler attacks, including physical assaults, destruction of property, and livestock theft. Shepherding families in Samra face increased costs for feed and water due to restricted grazing land and blocked water sources. Forced Displacement: The combined pressures of violence, land restrictions, and economic difficulties make it difficult for residents of Samra to maintain their way of life, leading to displacement. **On Summer 2024**, several families from this community were expelled, when settlers from Kurnitz's outpost attacked them dozens of times in raids, pepper spray and stones. **On February 2025**, the shepherd community that lives in Khirbet Samra has been suffering for weeks from harassment by settlers from Asael Kurnitz's illegal outpost, which sits on a hill across the road. Nighttime incursions, intimidation, and sheep theft,.. They attacked the Abu Aram community in Samra, and led to its expulsion after establishing an outpost ~100 meters from the community. **On February 26**, settlers from the outpost arrived and began building a new outpost right above the community. Another stage in the attempted expulsion and continued ethnic cleansing in the Jordan Valley. **On March 2, 2025**, the local communities decided to move away under the pressure of the daily sattler violence. **On April 26,2025**, Israeli settlers stormed Khirbet Samra raised Israeli flags near Palestinian tents. **On June 11, 2025**, during the night, 45 sheep were stolen by the settlers. **On June 22, 2025**, youth from Asael Kurnitz's illegal outpost, "Erez Shemesh Farm", came to the home of A, a Palestinian Shepered, and proclaimed that he and his family have 8 days to evacuate their home. **On June 23**, The following day, a Magav cop showed up in uniform and said they have 7 days remaining. Uri Cohen from the illegal outpost "Nof Gilad Farm" also threatened them with expulsion, and said he will expand the fence he is constructing along Alon Raod. to block Palestinian Shepereds To the lands of their community. Kurnitz and Cohen (each receive hundreds of thousands of NIS from the state) have a long history of attacking and expelling communities in the Northern Jordan Valley. A.'s family is the latest target in their sight. All of this happens with the help of state forces who push the communities to leave and arrest their residents, as part of the campaign to ethnically cleanse the Jordan Valley. **On July 3, 2025,** Several Palestinian houses of Khirbet Samra were destroyed by settlers who left their signature the Star of David and the words “the people of Israel live” Fifty Palestinian shepherd families lived there. They were forced to flee"

At least 1 martyred
On Wednesday 26 February, 2025, Israeli forces shot and killed a 16-year-old Palestinian boy yesterday near the northern checkpoint of Qalqilya in the occupied Palestinian West Bank. The 16-year-old Hamed Mohammad Fadel Nazzal, from Qalqilya, was shot behind his head with live ammunition fired by the Israeli army while he was near the separation and expansion wall. He was subsequently transferred to Qalqilya Hospital, where his condition was described as critical. He was pronounced dead shortly after. **Defense for Children International - Palestine report about the event :** "Hamed Mohammad Fadel Nazzal was near the Qalqilya checkpoint with a small group of boys around 3:30 p.m. on February 26 where he was killed shortly after, according to documentation collected by Defense for Children International - Palestine. Eyewitnesses reported no visible presence of Israeli soldiers or military vehicles outside the checkpoint at the time. At approximately 3:45 PM, the sound of four to six gunshots was heard in the area. Minutes later, the Palestinian Red Crescent Society received a report of a child shot near the checkpoint. When paramedics arrived, they found Hamed lying in a pool of blood with no vital signs, surrounded by 30 to 40 Israeli soldiers. Hamed sustained a gunshot wound to the upper right shoulder from behind, lodging in his neck, causing a fractured vertebra, severe damage to his jaw, and internal bleeding. The paramedics attempted to revive Hamed but found no response to these efforts. He was transferred to Darwish Nazzal Hospital in Qalqilya, where he was pronounced dead at 4:18 p.m. **Defense for Children International - Palestine statement** “Israeli forces continue to kill Palestinian children with impunity, using live ammunition in situations where they pose no threat,” according to Ayed Abu Eqtaish, accountability program director at DCIP. “Hamed’s killing is yet another example of the Israeli military’s shoot-to-kill policy, where soldiers face no consequences for the unlawful killing of Palestinian children.” Hamed’s killing is part of a broader pattern of Israel’s escalating use of unlawful lethal force against Palestinians in the occupied West Bank. Evidence collected by DCIP consistently shows that Israeli forces regularly kill Palestinian children in situations that amount to extrajudicial or willful killings, further entrenching Israel’s culture of impunity. Israeli forces routinely carry out raids with excessive and reckless force, often targeting children with live ammunition, obstructing medical aid, and carrying out indiscriminate shootings with complete impunity. Under international law, civilians are entitled to protection from excessive and arbitrary violence, yet Israeli authorities continue to disregard these protections, furthering its system of systematic oppression and domination over Palestinians. Israeli forces have killed 17 Palestinian children in the occupied West Bank in 2025, according to documentation collected by DCIP. Eight children were killed by Israeli drone strikes, eight children were shot and killed with live ammunition, and one child with unknown nature of injury. **Name of the victim :** Hamed Mohammad Fadel Nazzal

Murder of 11 y/o Ayman Nassar Al-Haimouni

West Bank, Al-Khalil/Hebron 21 February, 2025
At least 1 martyred
Ayman Nassar Taysir Al-Hemouni, 12, was near the home of a family member in the Al-Kasara area south of Hebron when he was shot in the back by an Israeli soldier inside a heavily armored military vehicle about 200 meters (656 feet) away around 6:30 p.m. on February 21, according to documentation collected by DCIP. Israeli forces were carrying out a military incursion and had regularly targeted the area for weeks. Ayman was pronounced dead about 30 minutes later at 7 p.m. ### **The Guardian investigation (Published on March 1, 2025)** This summary execution occured in the frame of the Israeli expansion of Gaza Military Tactics in the West Bank, including displacing tens of thousands, demolishing districts, and loosening rules of engagement ("Gazafication": This term is used to describe the increasing militarization of the West Bank, resembling Israeli military actions in Gaza.) **Ayman al-Hammouni’s Case**: Ayman, a child, was shot in Hebron, with clear video evidence documenting the events leading up to his death. Ayman was hit by a bullet that entered his back and lodged in his lungs. Soldiers arrived at the scene, saw his body, and then walked away. **Israeli total impunity** : A soldier at a checkpoint reportedly taunted Ayman’s father, Nassar, claiming responsibility for his son’s death. The Israeli military (IDF) did not respond to inquiries about Ayman’s death. Investigations into Palestinian killings by Israeli soldiers rarely result in prosecutions. Yesh Din, an Israeli human rights group, estimates only a 0.4% chance of a soldier being prosecuted for killing a Palestinian. **Impact on Ayman’s Family:** His younger brother, Aysar, struggled to return to school. His father, Nassar, believes Israeli soldiers act with impunity, targeting civilians indiscriminately : Ayman was a premature baby and was in a hospital incubator for more than a month, Nassar recalled. But being a child is not much of a protection on the West Bank. “It is about rage and revenge,” Nassar said. “They don’t care if it’s a child, or a woman, or an old person. No one’s safe any more.” **Geolocation:** Geolocated to 31.519056, 35.115061 in the Al-Kasara area of Hebron, occupied #WestBank
