The Noura Al-Kaabi Dialysis Center was a kidney treatment center in Jabalia, affiliated to the Indonesian Hospital. Since October 7, 2023, all Gazan healthcare facilities, including specialized centers, have been besieged, attacked, occupied as military bases, and destroyed—both the buildings and medical equipment—by Israeli Defense Forces (IDF) troops. IDF soldiers have been documenting these actions themselves. These military assaults and occupations are undeniably war crimes and crimes against humanity under international law.
Hospitals and medical facilities are protected under the Fourth Geneva Convention and Additional Protocol I (Articles 12 and 18). They must not be targeted in armed conflict.
Under the Rome Statute of the International Criminal Court (Article 8), intentionally directing attacks against hospitals, medical units, and staff not being used for military purposes is a war crime.
Even if a hospital is near a military target, it cannot be attacked unless the military advantage outweighs the civilian harm, which is rarely the case.
Besieging or occupying hospitals, cutting off medical access, or using them for military purposes violates IHL and may constitute collective punishment or inhuman treatment—both prohibited under international law.
(A hospital loses its protection only if it is being used to commit harmful acts (e.g., hiding weapons or combatants) and after due warning has been given. Even then, proportionality and distinction must be respected.)

Around 21 Nov. 2023:
The Israeli military first entered the area around 21 Nov. 2023 as shown by geolocations. Footage later shows that IDF soldiers wrote inciting or dedication phrases on the walls. In one of the attached photos, the phrase in Hebrew reads: "Greetings from Haim Ezran", and in the other photo: "Greetings from the Seviv family and Ezran."

May-June 2024:
The Israeli military is using the Noura Kaabi Dialysis Center in the Jabalia Refugee Camp as a military base and operational center amid the ongoing invasion. This is the second hospital that they hide behind, following TIKA Hospital in Netzarim.
Augustus 2024:
Restoration of the hospital after the withdrawal of the Israeli troops. It was relaunched in August 2024 following a reconstruction project supported by the Kuwait Red Crescent Society (KRCS).

February 5, 2025:
During the ceasefire, Anadolou footage shows the huge destruction (arson, walls and Dialysis machine shot by gunfire,...) Inside the Noura Al Kaabi Dialysis Center. It had been seized by Israeli forces and turned into a military base. Troops stockpiled ammunition inside the facility, leaving it in devastation: more than 80 dialysis machines were rendered unusable.The walls are riddled with bullet holes, and large breaches suggest tank fire.
April 17, 2025:
The mInistry of Health inaugurated the partially rebuilt center. On April 2025, the World Health Organization reported that six out of seven dialysis centers in Gaza had already been destroyed.
June 1, 2025:
Israeli forces demolished the Noura Al-Kaabi Dialysis Center, part of the Indonesian Hospital in northern Gaza. The center was a vital lifeline for kidney patients in northern Gaza with Dr. Marwan Sultan of the Indonesian Hospital saying more than 180 patients in northern Gaza depended on regular dialysis there three times a week.

Only a handful of partially functioning hospitals are still able to provide limited dialysis services for the over 1,000 kidney failure patients across Gaza requiring ongoing care.Treatments have been drastically reduced, with patients receiving fewer and shorter sessions — sharply increasing the risk of severe complications and death.
Victims
According to Dr. Yousef Abu Rish of Gaza’s Ministry of Health, 400 kidney failure patients have died due to the destruction of dialysis machines and the collapse of treatment capacity for all the Gaza strip.
According to journalist Younis Tirawi: "The machines that wiped out North Gaza’s only dialysis hospital belong to Harel Libby. They’re now operating under Givati’s 435 Battalion in Jabalia."
