Home and land theft of Kisiya family in Bethlehem

West Bank, Bethlehem, Al-Makhrour, Beit Jala 09 August, 2024

The Christian Qaisiya (Kisiya) family owned land in al-Makhrour valley, near Beit Jala, in the occupied West Bank. She had a successful restaurant on their five dunams (5,000 square meters) of land, which was established in 2005. They later built a nearby house for residential purposes in 2010. Alice Qaisiya, the daughter of this family became a symbolic figure of the Palestinian resistance against the land theft and the settlement. ### Historical and Legal Context: The restaurant was built partially within an old mudbrick structure predating 1967, which the family argued did not require permits. The Israeli authorities, through the Coordinator of Government Activities in the Territories (COGAT), maintained that permits were necessary. The property faced legal challenges from Haminuta, a subsidiary of the Keren Kayemeth LeIsrael-Jewish National Fund (KKL-JNF), which claimed ownership of the land based on a supposed purchase dating back to 1969. However, this claim was contentious due to incomplete land registration in the area, raising concerns of possible mistakes or forgery. The al-Makhrour hill is strategically valuable for connecting Israeli settlements, such as Gush Etzion and Har Gilo, to Jerusalem. Activists argue that this plan is part of the broader 'Greater Jerusalem'project, aimed at consolidating Israeli control and isolating Palestinian villages from Bethlehem. Activists like Hagit Ofran from the Peace Now group emphasized the demolition's significance in disconnecting Palestinian territories and preventing the establishment of a cohesive Palestinian state. Palestinian activist Hasan Breijeh highlighted that the demolitions aim to pressure families into abandoning their land, aligning with a broader strategy of territorial consolidation for Israeli settlements. The community's efforts to resist these measures include public advocacy, legal battles, and a strong presence on contested land. Home demolitions in the occupied territories violate international law, specifically the fourth Geneva Convention, which prohibits altering the conditions on the ground in occupied areas. ### Demolition by Israeli Forces: **The restaurant was previously dismantled in 2012 and 2013**, with the family rebuilding each time. **On a Monday morning in August 2019**, the Israeli military demolished the family’s restaurant and home. The stated reason was the lack of a proper construction permit, which is a frequent justification used by Israeli authorities for demolitions in the West Bank. The demolition took place despite a notice from the Israeli High Court calling for a delay, which was ignored by the military commander on site. **On Augustus 9, 2024** Israeli settlers invaded the Qaisiya properties supported by Israeli soldiers. **on Augustus 26, 2024** Pastor Munther Isaac @MuntherIsaac "Today I visited the Qaisiya family. There were forcebly expelled from their land by the Israeli military, and now they are staying in a tent outside of their land. They were attacked by settlers, and Alice the daughter was arrested, (she was released for now today). In the tent I also met Israeli activists for peace who are in solidarity with the family from Combatants For Peace, and young men from Masafir Yatta who are facing similar challenges and came as well to show solidarity. It was powerful to see Jews and Muslims in solidarity with this Christian family from Bethlehem. Please pray and advocate for this family. I took a picture of the official document that prove their ownership of the land. What the Qaisiya family is facing is what we as Palestinians have been enduring for 76 years, namely: Ethnic cleansing. This is what the settler activity is all about." **On November 3, 2024** Alice Qaisiya was arrested, for the second time this year, by the Israeli security forces, according to savealmakhrour "Fresh out of hospital for knee surgery, still on crutches, she was attacked by armed settlers and then taken into custody by the IOF (*video of her arrest is in our most recent Reel). We ask our global community and friends to raise your voices of concern, call representatives, notify embassies, notify organisations and organising groups ... and pray. Pray for her safety and quick release ... and continue to pray for justice to come to Al-Makhrour and all of Palestine." **On november 29, 2024** The Israeli army arrested Palestinian Christian Alice QaIsiyia and her mother for visiting their own land, which was stolen by Israeli settler. ![New arrest](https://pbs.twimg.com/media/GdkqbrsXgAAjpo5?format=jpg&name=large) ![Ownership document](https://pbs.twimg.com/media/GV6F1-dWsAEHa3d?format=jpg&name=large) Source : [1](https://x.com/MuntherIsaac/status/1828046094963470423) [2](https://www.middleeasteye.net/news/restaurant-and-home-demolished-al-makhrour-aided-jewish-national-fund) ### Impact on the Family and Community: Despite the repeated setbacks, the Qaisyehs, led by Ramzi and supported by his daughter Alice, remained resilient. Alice expressed the emotional toll but asserted that they were "not defeated." The family, supported by the local community, set up tents on the land and vowed to rebuild. "In this Palestinian valley west of Bethlehem, which in 2014 became a UNESCO World Heritage Site due to its its olive groves and vineyards, the Qaisiya family's restaurant is nothing more than a pile of ruins topped by fences. It was a restaurant appreciated for its cuisine and friendliness in the Palestinian Christian town of Beit Jala. "The place is beautiful, the food succulent and the owners are adorable [...]. If you're passing through Beit Jala, a stop at Al Makhrour is a must," a comment from 2015 reads on its Facebook page. Ramzi Qaisiya who had inherited the land opened a restaurant in 2001 there with his wife and their four children. For years, hundreds of tourists passing through Bethlehem stopped there for a salad before continuing their hike in the green valleys. For a long time, the Makhrour valley was untouched by uncontrolled Israeli settlements, but the trouble began in 2012 when an Israeli outpost - a settlement not authorised by the government - was built there. The settlers demolished the restaurant, claiming it belonged to the JNF. The Qaisiya family, who insist otherwise, rebuilt their restaurant before it was demolished again in 2013 and then again in 2015. In 2019 the family decided to take the case to court to have their rights heard. But in 2023, a civil court in Jerusalem validated the expropriation. In a bid to prevent the family's restaurant from being rebuilt again, the Israeli army declared the site to be a "closed military zone", which prevented anyone from entering it until this past summer, when Israeli settlers backed by soldiers destroyed it once again. Israeli settlers backed by the army seized the 5,000 square- metre plot on July 31 and evicted the French-Palestinian family. "We are being targeted because we reject the government's Zionist policy," said Michelle Qaisiya. Expulsions of Palestinians from their land in West Bank have increased, particularly since Israel's far-right government came to power in 2022. The situation has sharply deteriorated since Israel's invasion of Gaza last year." from hiddenpalestine To go further : [1](https://www.youtube.com/watch?v=P38BFlJPufo&ab_channel=FreiheitsliebeTV)

Polio outbreak in Gaza

Gaza, North Gaza, southern Gaza, Central Gaza 15 July, 2024

### **Context** - Polio is highly contagious and transmits mainly through contact with contaminated feces, water or food. It can cause difficulty breathing and irreversible paralysis, usually in the legs. It strikes young children in particular and is sometimes fatal. - **Health crisis:** Diseases like polio, hepatitis A, meningitis, and impetigo are spreading due to poor hygiene and destroyed infrastructure, with hospitals overwhelmed and many deaths reported, especially among children. - **Lack of hygiene supplies**: Basic supplies like soap are unavailable for months, contributing to widespread illness. Humanitarian organizations struggle to provide essentials due to movement restrictions and limited aid deliveries. ### **Chronology** - **June 19**: Gaza’s Ministry of Health said it had detected “component poliovirus type 2” in coordination with UNICEF, the United Nations children’s agency - **June 21**: The Israeli army begins to vaccinate against polio **all soldiers operating in Gaza or due to enter there soon**, after a high concentration of the virus was found in sewage in Gaza. [source](https://www.haaretz.com/israel-news/2024-07-21/ty-article/.premium/idf-to-vaccinate-israeli-soldiers-after-polio-found-in-gaza-sewage/00000190-d490-decf-a7b2-d5b797d50000) - **End of July**: The World Health Organization is “extremely worried” about the possibility of an outbreak of the highly infectious polio virus in Gaza after traces were found in wastewater. - **Immunisation rates** in Gaza and the occupied West Bank were optimal before the conflict. Polio vaccine coverage was estimated at 99% in 2022, although it had declined to 89% last year, according to the latest data. - **the “decimation” of Gaza health system"**- with only 16 out of the territory's 36 hospitals partially functional - as well as the "lack of security, access obstruction, constant population displacement, shortages of medical supplies, poor quality of water and weakened sanitation" have contributed to reduce immunisation rates and increase the risk of diseases spreading. - **First case at the end of July**: According to the WHO, a 10-month-old baby had been paralysed by the type-2 strand of the virus - the first case in Gaza in 25 years. - **Augustus 29** : Israel and Hamas have agreed to brief ceasefires in parts of Gaza to allow the safe distribution of the polio vaccine, according to the World Health Organization (WHO). These pauses will begin Sunday and occur in three phases: central Gaza first, then the south, and finally the north. Each pause will last three days, from 6am to 3pm, and may extend to a fourth day if necessary. ### **Vaccination Campaign planning**: The WHO and partners are launching a campaign to vaccinate 640,000 children in Gaza against polio, despite the ongoing war and damaged healthcare system. - **Timeline by Phased Approach**: A three-day campaign will start Sunday in central Gaza during a "humanitarian pause" from 6am to 3pm, with potential extensions. It will later move to southern and northern Gaza during similar pauses. **Campaign Duration and Goals**: The campaign will last three days in each zone, with a potential fourth day if needed. The goal is to vaccinate over 640,000 children under 10 across Gaza in two rounds, with the second dose administered in four weeks. - **Vaccination Sites**: Around 160 sites, including medical centers, hospitals, and schools, are designated for vaccinations, mainly in Khan Younis and Deir el-Balah. - **Challenges**: Significant obstacles include damaged infrastructure—65% of roads are affected and 19 of 36 hospitals are out of service. Security concerns have also halted aid group movements. The campaign is described as a "massive effort" involving thousands of workers, with significant planning and preparation. **Health Worker Involvement**: Over 2,180 health and community outreach workers are involved, working through 392 fixed points and almost 300 mobile teams. - **September 8** Director of field hospitals in Gaza Strip, **Dr. Marwan Al-Hamas**: The Ministry of Health decides to extend the polio vaccination campaign for an additional day in order to reach the largest number of children under the age of ten. [source](https://x.com/Paltodaytv/status/1832840914982601039) ### **Progress of Emergency Polio Vaccination Campaign:** ## **Phase I:** - The campaign began on 1 September in central Gaza, **reaching nearly 87,000 children on the first day**. - **Humanitarian Pauses**: Area-specific pauses in fighting have allowed the vaccination efforts to proceed. These pauses are critical for ensuring safe access to health facilities for children and outreach workers. It was already broken in several places. Some incidents happens in Central Gaza Strip during the first days of the campaign. [source](https://www.ochaopt.org/content/humanitarian-situation-update-212-gaza-strip) - Following the completion of the first phase of the polio vaccination campaign yesterday, conducted in areas with temporary ceasefire pauses, Palestinians are questioning when the ongoing Israeli genocide in the Gaza Strip will end. The convoy had both national & international staff traveling to roll out the #polio vaccination campaign for children in Gaza city and northern Gaza. **The convoy was stopped at gun point just after the Wadi Gaza checkpoint with threats to detain UN staff. Heavy damage was caused by bulldozers to the UN armoured vehicles. All staff & convoy are now released & back safely in the UN base.** We are not able to confirm whether the polio campaign will take place tomorrow, (Tuesday) in northern Gaza. This significant incident is the latest in a series of violations against UN staff including shootings at convoys & arrests by the Israeli Armed Forces at checkpoints despite prior notification. UN Staff must be allowed to undertake their duties in safety + be protected at all times in accordance with international humanitarian law. Gaza is no different."* [Source](https://x.com/UNLazzarini/status/1833252181539016856) - **Dr. Munir Al-Barash, Director General of the Ministry of Health**: The occupation is obstructing the entry of the convoy of medicines and polio vaccinations, which leads to the failure to start the vaccination campaign in northern Gaza. [Source](https://x.com/HossamShabat/status/1833219638672363532) ▪️ **Euro-Mediterranean Human Rights Monitor** : The occupation army’s arrest of a UN mission yesterday and interrogation of its members as they moved from the southern Gaza Strip to the north clearly demonstrates its intention to disrupt humanitarian and relief efforts. ### **Cynical context of this humanitarian campaign** - Gazans feel like they are part of a "dark game," constantly moving to avoid bombings while still facing risks. - Pauses for polio vaccination are set in specific areas, with both stationary and mobile points available for people to get the vaccine, but accessing them is very difficult. - There is skepticism among medical staff about the success of the vaccination campaign, with some believing Israel is using it as a smokescreen to claim it allows humanitarian aid, while larger issues remain unaddressed. - Humanitarian aid is barely reaching Gaza, with significantly diminished levels of assistance and a growing number of people in need. Aid organizations face numerous obstacles, such as not being allowed to move essential supplies (e.g., vegetables, hygiene kits) between different parts of Gaza despite severe shortages. Conditions in Gaza are described as inhumane, with people barely surviving. *"Now, in the north of Gaza, there is no vegetables on the commercial market, but, ironically, hygiene kits are getting in to the north. What we are not permitted to do is move vegetables from the south to the north, where they’re needed, or hygiene kits from the north to the south. And this is just one sort of example of the various different hurdles and obstacles that are deliberately being placed (by Israel) in our way."* Arwa Damon, an American journalist and humanitarian who covered the Middle East and other regions. [Source](https://www.democracynow.org/2024/9/6/arwa_damon_gaza) - **More than 400 Palestinians were killed and at least 900 were wounded during the 12 days of the vaccination campaign,** according to figures by Palestinian health authorities. ## End of the first round of vaccination (initial dose of the oral vaccine) - Philippe Lazzarini, UNRWA’s chief, says the first round of the polio vaccination campaign in Gaza reached 90 percent coverage.* “Our next challenge is to provide children with their second dose at the end of September”* Philippe Lazzarini wrote in a post on X, renewing his call for an immediate ceasefire in the enclave. The village of Madama, located south of Nablus, is enduring a tight siege by Israeli forces and are harassed by violent Israeli settlers from the nearby illegal settlement of Yitzhar. Following the events of October 7, 2023, most of the village's main entrances have been obstructed by earth mounds, severely restricting the movement of Palestinian citizens in and out of the areas. **On December 2, 2023** Israeli settlers attacked a home and set a vehicle ablaze tonight after raiding the village of Madama. According to Wajih Qutt, the head of the Madama village council, Israeli settlers assaulted the home of Yaser Qutt, a local Palestinian resident, pelting it with stones and subsequently setting fire to his vehicle. **On October 20, 2024** According to the head of the Madama Village Council, Abdullah Ziyada, Israeli forces blocked the three main entrances to the village and set up military checkpoints, effectively preventing residents from entering or leaving the area. **On December 11, 2024** Israeli forces stormed the village of Madama with several military vehicles, amidst the firing of live ammunition, sound bombs and tear gas canisters. This raid follows the closure, on Tuesday, of three key entrances to the village by Israeli forces with earth mounds. The blocked roads connect Madama to the nearby village of Asira al-Qibliya, the Al-Murabba'a military checkpoint and the village of Burin. **On December 26, 2024** Israeli forces carried out a raid today on Madama village, attacking a young man and imposing restrictions on the local population. According to Wajih Qat, the Deputy Head of the Madama Village Council, they stormed the village while firing live bullets into the air. During the raid, soldiers physically assaulted a young man and forced shop owners to close their businesses. Additionally, the military shut down all entrances to the village, further restricting the movement of residents. **On January 12, 2025** Israeli settlers from the nearby illegal settlement of Yitzhar launched an attack on the village of Madama targeted homes on the southern outskirts of the village. According to Abdullah Ziyada, head of the Madama Village Council, the attack was carried out under the protection of the Israeli occupation forces, who prevented residents from reaching the area to fend off the assault. A significant number of Israeli soldiers stormed the center of the village, restricting the movement of local Palestinians and blocking efforts to confront the perpetrators. **On January 15, 2025** Israeli settlers burnt olive trees and agriculture facilities in Madama village **On January 15, 2025** Israeli settlers set fire to the lands of Madama village, on the evening. They attacked the lands of Palestinian citizens in the area south of Madama and ignited fires. Cars are stuck now on the road. **On February 15, 2025** According to the resident Ghada Sasa the Israeli military was uprooting olive trees "which have been nurtured by Palestinians as if they were their own children for decades. 💔. The army was accusing the Natives of hiding behind the trees to throw rocks & molotov cocktails at it." **On March 8, 2025** Israeli forces embarked on bulldozing land today in the village of Madama. According to Abdullah Ziyada, head of thee Madama village council, Israeli bulldozers started clearing lands and uprooting olive trees on the outskirts of the village after the Israeli forces had issued a notice a week earlier to confiscate these lands. According to the resident Ghada Sasa, on March 16, *"for the last week, Israel has been uprooting olive trees in our occupied village of Madama, near Nablus, almost daily. It is annexing our land in the north, splitting our village in half, & forcing residents to travel kilometers, instead of meters, to reach our homes & lands. We now have to walk through the neighbouring village of Burin to access our homes. Some of my relatives' lands have already been bulldozed to make way for this "buffer zone". This is another genocidal colonial policy, denying our right to live."*

Tying a human shield to the hood of an IDF jeep in

West Bank, Jenin, Wadi Burqin 23 June, 2024

**On June 23, 2024, during a military raid in the Jabariyat area near Jenin in the occupied West Bank,** Israeli forces tied Mujahed Abadi, a wounded Palestinian man, to the hood of a military jeep, using him as a human shield. Video evidence verified by Al Jazeera showed "Azmi" strapped to the vehicle while it passed by ambulances that had been denied access to him. This incident provoked worldwide outrage & accusations Mujahed was used as a human shield. There is also medics testimonies who said they have been used as human shields too (what the IDF denies). An IDF statement said the man was wounded in an exchange of fire during the raid, in which he was a "suspect". The injured man's family said to [BBC ](https://www.bbc.com/news/articles/cjqq5n8911do) that when they asked for an ambulance, the army took him, strapped him to the hood of their military vehicle and drove off. Another eyewitness asserted that the IDF paraded the wounded man around on the hood for several minutes. Abdulraouf Mustafa, a Palestinian ambulance driver, said the Israeli soldiers refused to hand over Azmi to them. “The jeep passed by and the wounded man was on the hood,” Mustafa told Al Jazeera. “One arm was tied to the windshield and the arm was on his abdomen. They drove past us. They refused to give us the patient.” They finaly handing him over to a Palestinian Red Cross ambulance which was parked nearby. This shows that the wounded man was not suspect to by a resistant fighter, as the IDF later maintained. **Two other cases the same day ** A cousin of Abbadeh told the press that Israeli forces had done the same during this raid to three other people. Two other Palestinians subsequently came forth and testified to the BBC, showing video evidence. All three men were unarmed and released after identity checks. Here is a detailed summary of their accounts and the Israeli response. **Samir Dabaya (25 years old):** was shot in the back during the raid and left lying face-down for hours before being approached by soldiers. He was beaten, stripped of his trousers, and thrown semi-naked onto the bonnet of a jeep. Security footage appears to show him on the fast-moving jeep, marked with the number 1, though the date and time of the footage are unclear. Samir described the ordeal as life-threatening and humiliating. **Hesham Isleit:** was shot twice during the operation, including in the leg, and detained alongside another individual. Allegedly stripped, tied, and forced onto a burning-hot jeep, causing further physical suffering. He reported being threatened with death if he resisted. **The further testimony of Mujhed Abadi** *The first soldier who stormed in, stepped my head. And the effect are obvious (he shows his head). SO I was injured in my leg and my hand, as I told you. They grabbed me by the injuries and started to beat me, on the injuries.(…) They grabbed me with two of my legs and two of my hands, and they started to toss me around. And they throw me on the jeep. The first time, they threw me in the air, and I fell on the ground. The second time they thew me on the jeep hood. After all this treatment and the fire, and the pressure, and the beating, they ask me for my name. After I gave them my name, they photographed me, and they left me on the hood, and started driving. The jeep start to move forward and back. They left me on the hood, and of course, the hood temperature was scorching hot. No one ca bear it. My whole body was burning. A quarter of an hour, they kept moving forward and back until he drove to the main street. He took me to an erea where my injured cousin was and there were soldiers there. When I got there, a soldier came, and grabbed me by ly injured hand and they asked the Palestinian ambulance to come to take me because it turned out that I was not wanted, I haven’t done anything. I was hoping to die for this not happen to me I hoped to die, because what happened to me killed me while I was still alive. (about the soldiers :) They were laughing when hitting me, they were laughing, and they were cursing me, and they were laughing at me and hitting me. An if they didn’t like it, they would hit me more. If I screamed, they would hit me more.* Moreover, Mr Abbadeh's family home were searched and targeted by IDF drone during the raid : bullet marks on the outside walls and his car is now a burnt shell. His cousin, Rafat Hasanieh, said the military searched the home but did not find any weapons.“The army came into the house with a drone, they searched the house, then the soldiers came in with dogs and searched again,” he said.“We have no weapons in the house.” Mujahed Abbadeh in Ibn Sina Specialised Hospital in Jenin, where he is being treated for his injuries. He remained psychologically hurt by the incident. **International reactions :** - Footage become quickly viral on Social medias and International Press widley reported the incident. - UN Special Rapporteur Francesca Albanese condemned the act as a blatant violation of international law, labeling it "human shielding in action." *“It is flabbergasting how a state born 76 years ago has managed to turn international law literally on its head,” she wrote in a post on X. “This risks being the end of multilateralism, which for some influential member states no longer serves any relevant purpose.”* - CAIR (Council on American-Islamic Relations) denounced the incident, linking it to broader violence against Palestinians and calling for an end to US support of Israeli military actions. **Impunity of Israeli forces in question** - The Israeli military acknowledged the incident violated its protocol and promised an investigation, stating it did not align with their values. - Analysts warned that failure to appropriately discipline those involved could set a precedent for future misconduct, potentially turning isolated incidents into unofficial policy. - Various human rights organizations and political figures emphasized the need for accountability to prevent similar violations in the future. **Israel Internal Investigation after US ask they investigate** IDF communicates the day after the incident on their investigation. According to their involved IDF soldiers "A group of suspects", including the primary target, fled when they arrived. The IDF opened fire at the fleeing individuals, injuring two. One of the injured was evacuated by an Israeli Air Force helicopter, while a Shin Bet representative at the scene advised that a second injured suspect could be left behind. The wounded "suspect" was handed over to the Red Crescent Society for medical care. [IDF soldiers claim](https://www.ynetnews.com/article/rjjvzzi80) injured Palestinian agreed to be evacuated on jeep hood : "Troops says injured Palestinian agreed to be transported this way because there was no room inside the jeep, and the travel distance was only 70 meters until he was handed over to the Red Crescent" ![](https://pbs.twimg.com/media/GRAHH7rWMAApNJf?format=jpg&name=900x900) The IDF later stated that the actions depicted in the footage do not align with IDF orders or expectations of its soldiers. The incident is under investigation, and appropriate action will be taken But on[ July 1](https://www.jpost.com/israel-hamas-war/article-808544), the IDF disclosed three recent incidents where Palestinian detainees were tied to the hoods of military jeeps during operations in the occupied West Bank, raising concerns about the military's handling of such cases. BBC reported two additional cases on June 30, suggest a broader issue. The military confirmed these cases and acknowledged challenges in addressing the problem comprehensively. **Pictures :** ![](https://pbs.twimg.com/media/GT1ctQPWMAARdFN?format=jpg&name=4096x4096) ![](https://thenational-the-national-prod.cdn.arcpublishing.com/resizer/v2/2OBDA2R4ABHR7IGPP3YH7HAHJI.jpg?smart=true&auth=9fbe9a86fe5ef943e4a4678ffd05728a0d6fa18f42fcd9dce965822cdc7160ea&width=800&height=534) ![](https://thenational-the-national-prod.cdn.arcpublishing.com/resizer/v2/UCYTRI4HJFFW3ASBNMOR6TGU4M.jpg?smart=true&auth=bfe8d86dbbf81ada4035bd7c02734a936ffde3b99a7453b1ab5968f4832c274d&width=800&height=534) **Sources :** [1](https://www.aljazeera.com/news/2024/6/23/human-shielding-in-action-israeli-forces-strap-palestinian-man-to-jeep) [2](https://www.jpost.com/israel-hamas-war/article-808544) [3](https://www.thenationalnews.com/news/mena/2024/06/24/palestinian-jeep-israel/) [4](https://www.bbc.com/news/articles/cjqq5n8911do) [5](https://www.bbc.com/news/articles/cw4y91032d1o)

Mass arrest waves in Al-Fawwar Camp

West Bank, Al-Khalil/Hebron, Al-Fawwar RC 31 May, 2024

Almost every month, Israeli occupation forces arrest several people during recurring raids of the Al-Fawar camp south of Hebron in the West Bank. ### Context: Fawwar camp is the southernmost camp in the West Bank, located approximately eight kilometres south of Hebron. The population in Fawwar camp has more than tripled since its establishment. The Israeli settlement of Beit Haggay and an Israeli military camp are located only a few kilometres away from Fawwar camp. An Israeli military watchtower is situated at the entrance of the camp. As a consequence, incursions, camp closures and clashes between young camp residents and the Israeli military are current. Residents in Fawwar camp previously depended almost entirely on access to Israel for employment opportunities. The current inaccessibility of the Israeli labour market has thus severely affected employment levels and the economic situation in the camp, contributing to the camp’s high levels of unemployment and poverty. ### Chronology of the mass arrest campaigns **One My 31, 2024** During the raid a Palestinian youth brought down an Israeli drone. **On october 24, 2024** [Al Jazeera](https://aje.io/51g8en?update=3269542) reported that Israeli forces had stormed the Fawwar refugee camp, south of Hebron, and launched an arrest campaign. **On November 2, 2024 :** - Israeli forces arrested ten Palestinians, on Saturday, during their raid on Al-Fawwar camp in the Hebron Governorate in the southern West Bank. - Palestinian local sources reported that the occupation forces stormed the camp a midst gunfire and use of sound bombs and tear gas, detaining more than 28 residents after breaking into their homes, took them handcuffed to the entrance of the camp, and after field investigations, more than ten citizens were arrested. - Israeli forces surrounded the camp, closed its entrances, and prevented anyone from entering or exiting the area. - A Palestinian youth was wounded by Israeli live bullets in the foot and was taken to Abu Al-Hassan Al-Qasim Hospital in Yatta for treatment. **On December 23, 2024:** Eearly in the morning, Israeli Forces launch a large-Scale raid on Al-Fawwar Refugee Camp: Between 70 and 80 Palestinian Civilians were detained at a local club stadium that had been converted into a field interrogation centre. **On February 5, 2025:** Israeli forces carry out mass arrests of Palestinians. **On April 19, 2025:** The Israeli forces carried out a massive arrest campaign targeting more than 60 young men in Al-Fawwar refugee camp. Israeli raid on Jenin killing 7 Palestinian May 21, 2024

West Bank, Jenin 21 May, 2024
At least 7 martyred

Israeli forces **raided on Jenin on May 21, 2024 to May 23.** **On May 21**, at 8 a.m. in a single hour, Israeli snipers killed seven bystanders at the Jenin Refugee Camp and injured more than 12 by live ammunition. The Israeli Defense Forces (IDF) said the operation targeted Hamas and PIJ gunmen, but acknowledged that some unarmed individuals were caught in the crossfire. These explanations doesn't convince and international journalists as much as left-wing Israeli journalists like Haaretz are warning about the event. In this operation on an illegaly occupied territory, Israeli snipers fired at Palestinian civilians, school teachers and students, ambulances, medics, and journalists. The scale of the human toll and the profile of the victims as well as the blatant abuses against the civilian population, schools and the health system blatantly raise the question of impunity. **All the civilians killed during the Israeli military raid in Jenin on May 21, 2024, were victims of gunfire during the operation:** 1) Dr. Jabareen, (Surgeon) a 50-year-old surgeon at the Jenin Government Hospital, was shot dead by Israeli forces as he travelled to work at Jenin Government Hospital, where he was a surgeon. The Palestinian Health Ministry accused Israeli forces of deliberately targeting him, emphasizing that he was a civilian and not involved in any militant activity. 2) Mahmoud Hamadna, (a teenage schoolboy 9th Grade), was shot while riding his bicycle through the streets of Jenin. Palestinian media reported that he was killed by Israeli gunfire, and a photograph was shared showing his body lying next to his bicycle in a side street. 3) Allam Jaradat, a schoolteacher, was killed by Israeli fire while on duty at Walid Abu Muwais Basic School in Jenin. Palestinian media reported that he was shot while inside his car. A photograph showed a pool of blood on the back seat of the vehicle, indicating where he was fatally shot. Wafa photo showed a pool of blood on the back seat of his car. **4-7) Other Civilians** The Palestinian Health Ministry reported a total of seven Palestinians killed during the operation on May 21 including 2 children, a schoolteacher and a surgeon. It is assumed that these civilians were also killed by Israeli gunfire during the exchanges between Israeli forces and Palestinian militants. In addition to these killings, there were **also between 12 and 19 injuries reported among civilians, including two severly,** (a female paramedic wounded by shrapnel and a 17-year-old suffered serious gunshot injuries) some of whom were school students. **Stray Bullet Injures Photojournalist:** Palestinian photojournalist **Amr Mansara** was hit by a stray bullet fired by Israeli forces while documenting the raid. He was helped by local people and later reports the injury to AFP news agency, stating he was hit in the back of his leg. Israeli forces open fire at journalists in Jenin in the West Bank and surround a hotel where journalists are present. **Large-scale infrastructure demolition preventing emergency rescue :** An AFP correspondent reported seeing Israeli armoured bulldozers had dug up the surface of the road between the government hospital and Jenin’s refugee camp with the aim of making access to emergency care difficult. Ambulances were shot by IDF to prevent they can access to the injured. According to the Red Crescent, there were school students among the injured in Jenin, and the occupation army obstructed medical crews from reaching them. **Jenin Government Hospital & Khalil Suleiman Hospital besieged** Israeli forces besieged Jenin Government Hospital, bulldozed nearby streets, and deployed snipers who fired at civilians near the hospital. Dr. Mustafa Hamrsha reported a critical medical crisis, with ambulances blocked and staff unable to handle the influx of injuries. Israeli snipers reportedly fired at anyone near Khalil Suleiman Hospital and indiscriminately at people in the courtyard of Jenin Government Hospital. **Schools besieged or evacuated:** “They started shooting at a school, … at the students and at the teachers,” camp resident Abdul Rub told Al Jazeera. According to the Director of Education in Jenin, Salam Al-Taher, all schools in the city of Jenin and its camp were evacuated, with the exception of some students in Al-Karama and Al-Zahraa schools due to the seriousness of the current events. According to Muhammad al-Sabbagh, the head of the Popular Committee for Jenin Camp Services, students from UNRWA schools were besieged all the day. **Home invasion** A 50-year-old woman was detained after soldiers raided her home in al-Marah neighborhood and assaulted family members. **Other exactions** Streets, vegetable stalls, and commercial properties were destroyed. Israeli soldiers occupied Homes and turned into military outposts. Ahmed Barakat’s two-story house was demolished without notice, leaving 10 family members homeless. **Perfidy war crime** Israeli troops were seen entering Jenin in an undercover vehicle, which constitutes a crime of perfidy under international humanitarian law. According to an investigation by the Palestinian human rights group Al-Haq and London-based research group Forensic Architecture, Israel typically sends undercover soldiers into West Bank cities to monitor and assess the area before the army or special forces arrive. The previous week before the raid, several undercover Israeli soldiers pretending to be Palestinians came into Jenin and took up positions among the homes to survey the camp. **IDF statement:** The Israeli military said they launched the operation as part of a "counter-terrorism measure" targeting militants from Hamas and Palestinian Islamic Jihad, but it is not clear if the civilians killed were deliberately targeted or caught in the broader exchange of fire. **Local response:** Palestinians condemned the raid, with Hamas calling it a "massacre." The Palestinian Authority also criticized the killing of civilians, including medical staff. Israeli forces typically destroy entire neighbourhoods, claiming they are harbouring fighters. Civilians are punished in the process – killed, arrested or made homeless, residents and activists. **List of the names of civilians murdered :** 1. Dr. Oussaid Jabareen, 50, surgeon at Jenin Government Hospital, shot dead on his way to work. 2. Mahmoud Amjad Hamdneh, 15 A teenage boy in ninth grade, killed while riding a bicycle. 3. Allam Jaradat, 48, A schoolteacher, killed while on duty at Walid Abu Muwais Basic School. 4. Osama Mohammed, 16. 5. Muammar Mohammad Abu Omeira, 50. 6. Amir Issam Abu Omeria, 22. 7.
