Judging by the pavement tiles, this footage is likely taken at the Ahli (Baptist) Hospital courtyard. The journalist Momen Faiz also regularly reports from there. A nurse is responding to someone's request and explains that there have been no surgeries since the day before and that the hospital is lacking even syringes.
