Throughout the conversation the head of emergencies and ambulance services Fares Afana is asking questions to the woman about the locaiton of the house and if she can render first aid to the wounded persons. He told her that they can't reach them due to IDF presence and suggested to her the option of going out with a white flag to reach a specific point in the neighborhood where the ambulances can pick them up. Midway through the call Fares was apologizing profusely for being unable to help in this predicament.
Day 10 of Israel's 3rd ground invasion of Jabalia, was characterized by Israel's clear focus on denying the population access to any form of sustenance, pursuing a policy of deliberate starvation. The UN WFP confirmed that north Gaza has not receiving any food aid since October 1st, four days before Israel's invasion started.

The UN special rapporteur for the occupied Palestinian territory Francesca Albanese denounced the attacks on the north as "another massacre". She said Palestinians in Jabalia "are killed – both in groups and one by one – amid unspeakable cruelty and sadism" by Israeli troops "who have accepted to be ‘willing executioners’ of a genocidal plan".
