In the second half of the report, Islam Badr reports that what little aid was allowed by Israel to enter Gaza was looted adding that Israel is directing the aid to the WFP–which is the subject of a lot of criticism locally–deliberately taking the UNRWA out of the aid distribution process while the latter is the organization that has local expertise, data, distribution centers.
